A so-called "warty leaf beetle" in the tribe Chlamasini (one of the case-bearing groups of Chrysomelidae). The larvae build a hard case of excrement around them as they grown and expose only the head while they feed on their host plants. Adults of most species that I've seen are black, brown or bronze. That blue coloration is spectacular.
