Spittle bugs

Some insects also produce foam nests for the protection of eggs and larva. I found these attached to lemon grass leaves in the back yard.

I took a couple photos at a Houston pond of bright pink foamy looking stuff (very scientific sounding don't ya think) on the base of cypress trees and lilies, so they are probably eggs? of what?
